Yesterday, we just heard that the Galaxy Note 7 is up for pre-order in Dubai. However today, the entire UAE is now able to pre-order the device online with a pre-payment of AED 500 (~$136).
Besides pre-ordering the device online, you can also pre-order the device at various physical stores in UAE as listed below:

Right now, UAE is the only country to begin taking pre-orders for the Galaxy Note 7 but there will definitely be more countries following suit in the next few days so stay tune for more updates!
